Add a cool glitchy effect, or blur out sections with the Mosaic function.

How to Add Mosaic (Whole Layer)

Tap the layer you want to apply the mosaic effect to.

Click Filter>Mosaic.

You can slide left to right to strengthen the Mosaic effect on a scale of 2 to 255. The automatic setting for the Mosaic will be at 16, and you can drag to adjust as you want

How to Add Mosaic (One Section)

Tap the layer you want to apply the mosaic effect to. Then, using the lasso tool, select the part of the layer you want to apply the mosaic to.

Then click Filter>Mosaic and adjust to your liking.
